2007 PSAC National Health and Safety Conference
“REGULATION WORKS!”


CONFERENCE OBJECTIVES

The objectives of the 2007 PSAC National Health and Safety Conference are:

  • To outline the current government and employer agenda which includes deregulation and to demonstrate how it will affect our health, safety and environmental rights.

  • To develop a union agenda to counter the move towards deregulation of health, safety and environmental protections and employer voluntary compliance.

  • To expose the misrepresentation behind the current "behavioural-based safety programs" being promoted by employers which rework the classic "blame the worker" theory.

  • To develop union tactics to counter the "myth of the careless worker".

  • To examine the current state of enforcement of health and safety legislation in order to develop union-based strategies that will better protect workers.

PARTICIPANTS

1.  Delegates

PSAC members who are members in good standing can apply to be a delegate to this Conference.  However, priority will be given to those union activists who are members of Policy Health and Safety Committees or Local Workplace Health and Safety Committees, or are appointed as Health and Safety Representatives for their workplaces, or their locals/branches. The selection of delegates will take into account union and health and safety activism, as well as representation (Region, Component, language, gender and equity group representation).

Funding for Delegates:

Delegate costs to the 2007 PSAC National Health and Safety Conference will be fully covered as per the decision of the 2003 PSAC Triennial Convention and of the PSAC Travel Directive.   Costs covered are as follows:

  • travel costs, including ground transportation;

  • hotel accommodation costs at the Ottawa Marriott Hotel;

  • loss of salary;

  • per diem for meals;

  • incidental costs.

2.      Observers

PSAC members in good standing may also apply to attend the Conference as observers; however, observers will be responsible for all costs associated with their participation, including a conference registration fee of $150.00.

Please note that the number of observers will be limited to the space available at the Conference. They will have voice only during the discussion period after the panel presentation, after the presentation of the keynote speaker and in the focus groups.  Observers will not be able to participate in the resolutions debate. 

3. Guests

Members of the PSAC National Board of Directors are eligible to attend the Conference as guests.

SELECTION OF DELEGATES AND OBSERVERS

If you are selected as a delegate or an observer to this conference, you will be advised by email and/or telephone between the last two weeks of November 2006.
