Small progress

Slight progress was made the week of May 20 to May 23, 2008, when the EB negotiating team met with its Treasury Board counterpart.

The two teams reached a deal on a package of leave provisions relating to Education Leave and Professional Development Leave for 10-month and 12-month ED-ESTs, ED EUs and ED-LATs.  Although the agreement involved the Union withdrawing some of its economic proposals relating to leave, the Employer made an important commitment to ensure that all teachers will be made aware of educational leave opportunities that may occur on a yearly basis. The deal on leave also standardized some of the language so that the provisions on leave are the same for 10-month and 12-month teachers.

The bargaining teams spent a good part of the session discussing hours-of-work proposals for teachers at First Nations reserves, where the Union is trying to bring classroom preparation time provisions up to provincial standards.  The team is also trying to secure one day per semester to be dedicated to administrative duties., The Union is also trying to get prep time into the Collective Agreement for teachers in Correctional Services. That’s because while some of the federal institutions ensure adequate prep time, others provide for none at all. We were unable to reach a consensus with the Employer on these issues. The EB team has made it clear that these operational demands speak to real needs and that we have no intention of withdrawing them.

The EB team has not yet made a wage proposal. We are still awaiting the results of a pay study for 12-month ED-ESTs that was provided for by Appendix J of the last Collective Agreement. It is hoped that the joint study will commence early this summer with the hiring of an external consulting firm, and that the results will be ready for the fall 2008.
